The report is a comprehensive overview of China\u2019s discriminatory treatment of the Uyghur population in East Turkistan \u2013 particularly since China\u2019s previous CERD review in 2009.<\/p>\n\n\n\n<!--more-->\n\n\n\n<p>The report takes a broad look at the issues facing Uyghurs in East Turkistan and analyses the discriminatory policies that undermine the most basic human rights protections that China\u2019s continues to flout. The report covers the following themes in depth and proposes specific questions for Committee members to out to the Chinese delegation during the review in August in Geneva:<\/p>\n\n\n\n<ul><li><strong>Equal Treatment Before the Law<\/strong>&nbsp;\u2013 Discriminatory treatment of Uyghurs in the criminal justice system and the complete lack of legal rights for Uyghurs in detention. The report also highlights specific allegations of torture of Uyghurs in detention.<\/li><li><strong>Counter-terror law<\/strong>&nbsp;\u2013 Broad issues associated with China\u2019s recently passed Counter-Terror Law, illustrating that Uyghurs bear the brunt of these policies in practice.<\/li><li><strong>Religious Freedom&nbsp;<\/strong>\u2013 Broad criminalisation of religious practice for Uyghurs including the Regulation on \u2018De-extremification\u2019 and the revisions to the Regulations on Religious Affairs (RRA).<\/li><li><strong>Freedom of Opinion &amp; Expression&nbsp;<\/strong>\u2013 Cases of countless Uyghurs arrested on charges relating to free expression as well as the inability of Uyghurs to speak on or offline about mildly sensitive subjects.<\/li><li><strong>Freedom of Assembly &amp; Association&nbsp;<\/strong>\u2013 Numerous cases of Uyghurs having been killed by Chinese police and security forces for peacefully demonstrating in East Turkistan.<\/li><li><strong>Freedom of Movement&nbsp;<\/strong>\u2013 Discriminatory treatment of Uyghurs in terms of their ability to move within the region itself (police checkpoints and surveillance) or in and out of the country (passport confiscations and effective travel bans).<\/li><li><strong>Political Indoctrination Camps<\/strong>&nbsp;\u2013 The operation and details of camps holding approximately one million Uyghurs arbitrarily.<\/li><li><strong>Economic Rights<\/strong>&nbsp;\u2013 Employment policies that discriminate against the Uyghur population, leading to disproportionate unemployment levels as well as the disproportionate state-sponsored development initiatives (OBOR)<\/li><li><strong>Education<\/strong>&nbsp;\u2013 Discriminatory policies involving China\u2019s purposeful erosion of Uyghur language education and the use of the so-called \u2018Bilingual\u2019 Education system.<\/li><li><strong>Cultural Participation<\/strong>&nbsp;\u2013 The destruction of the Old City of Kashgar and the erosion of the ability of Uyghurs to express their cultural identity.<\/li><li><strong>Public Health<\/strong>&nbsp;\u2013 Public health concerns for Uyghurs, particularly the effects of nuclear testing at Lop Nur until 1996 that led to significantly increased cancer rates.<\/li><\/ul>\n\n\n\n<p>The report will contribute to the advocacy efforts by the World Uyghur Congress within the UN Human Rights Treaty Body system and builds on our work in the past at various reviews including by the&nbsp;<a href=\"https:\/\/www.uyghurcongress.org\/en\/?p=27214\">Committee Against Torture<\/a>&nbsp;(CAT),&nbsp;<a href=\"http:\/\/unpo.org\/downloads\/1061.pdf\">Committee Against the Elimination of Discrimination Against Women<\/a>&nbsp;(CEDAW), the&nbsp;<a href=\"https:\/\/www.uyghurcongress.org\/en\/wp-content\/uploads\/WUC-Submission-to-CRC.pdf\">Committee on the Rights of the Child<\/a>&nbsp;(CRC) and the&nbsp;<a href=\"http:\/\/tbinternet.ohchr.org\/Treaties\/CESCR\/Shared%20Documents\/CHN\/INT_CESCR_NGO_CHN_14077_E.pdf\">Committee on Economic, Social and Cultural Rights<\/a>&nbsp;(CESCR).<\/p>\n\n\n\n<p>The report can be&nbsp;<a href=\"https:\/\/www.uyghurcongress.org\/en\/wp-content\/uploads\/2018\/07\/World-Uyghur-Congress-CERD-Submission-China-July-2018.pdf\">read in full here<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Posted on July 17, 2018, in&nbsp;News&nbsp;Reports&nbsp;WHAT\u2019S NEW&nbsp;World Uyghur Congress World Uyghur Congress, 17 July 2018 The World Uyghur Congress submitted a\u00a0Parallel Report\u00a0for consideration by the\u00a0UN Committee on the Elimination of Racial Discrimination\u00a0for China\u2019s review in August 2018.
