WUC & UHRP – Ahead of China’s review of its 5^th Periodic Report to the Committee Against Torture, the World Uyghur Congress (WUC) and the Uyghur Human Rights Project (UHRP) have jointly submitted an alternative report for consideration by the Committee that aims to provide additional and alternative information  regarding the continued use of torture, particularly against Uyghur detainees in East Turkestan.

The World Uyghur Congress has just published its annual report on human rights violations in East Turkestan (Xinjiang), China, and can be read or downloaded here. The report focuses on the most significant concerns that faced the Uyghur people in 2014, who continue to live under increasingly repressive state policies. As 2014 has been a year of particular concern for human rights among Uyghurs, we have provided a detailed overview of abuses as well as some practical avenues for progress to reduce the heavy burden that has fallen on the Uyghur people.

In light of UNESCO’s International Mother Tongue Day, which took place on 21 February 2014, the World Uyghur Congress is publishing a report entitled ‘Movement for Uyghur Mother Language Based Education’ with the aim of raising awareness about the current linguistic injustices of China’s ‘bilingual’ educational policy. It underlines the importance of protecting minority language rights as a question of both Uyghur cultural preservation and improving inter-ethnic relations, as a strategy of maintaining peace and stability in East Turkestan.

The World Uyghur Congress (WUC) is extremely concerned by an incident that happened on 23 April 2013 at approximately noon, in which 21 people were killed and 19 arrested (11 immediately after, with a further 8 six days later) at Serikbuya in Maralbeshi (Bucha) County in the Xinjiang Uyghur Autonomous Region (XUAR), the People’s Republic of China (PRC).

This alternative report has been submitted by the World Uyghur Congress (WUC) in view of the Committee on Economic, Social and Cultural Rights’ upcoming 2nd review of the People’s Republic of China (PRC).

The WUC is an international, umbrella organisation that represents the collective interest of the Uyghur people both in the Xinjiang Uyghur Autonomous Region, elsewhere in the PRC, and abroad.

In its Fortieth Session, the Committee on the Rights of the Child (hereafter, ‘the Committee’) noted in its Concluding Observations of the People’s Republic of China’s (hereafter, ‘PRC’) Second Periodic Review that the PRC had translated the Convention on the Rights of the Child (hereafter, the ‘Convention’) into the “main minority languages”. However, the World Uyghur Congress (WUC) notes that it has not been able 1 to locate a translation of the Convention – as well as other vital human rights treaties and their respective observations – into the Uyghur language either on the national or the Xinjiang Uyghur Autonomous Region (XUAR) government websites.

Pastor Bob Fu at a House Foreign Affairs Committee Hearing with the Congressional Executive Commission on China commented in a report that religious freedom had deteriorated to its lowest level since 1982 in the first 10 months of 2011. The U.S. State Department in a recent report on religious freedom in 2011 also stated that religious freedom had “[markedly deteriorated]” during the last year, describing the repression of Uyghurs as “severe”.

The World Uyghur Congress (WUC) has released today its latest report on the enforced disappearances of Uyghurs who took part in peaceful protests in Urumqi, East Turkestan, which were brutally suppressed by the Chinese authorities on 5 July 2009. The report aims at highlighting the situation of and to seek redress for Uyghurs who disappeared in the aftermath of one of the most tragic episodes in modern East Turkestan history, resulting in hundreds of deaths leaving a mental scar attached to the Uyghurs’ homeland. This report falls against the backdrop of worldwide protests peacefully held by Uyghurs yesterday.

WUC, 15 July 2013

On July 5th, 2009, demonstrations erupted in the streets of Urumqi, Xinjiang Uyghur Autonomous Region (XUAR) of People’s Republic of China (PRC). These demonstrations stem from anger by Uyghurs who claim they are discriminated against by Chinese authorities. The protests initially began peacefully as demonstrators called for a full investigation into an incident in Shaoguan, Southern China several days earlier in which two Uyghurs had been killed.1 The peaceful protests then escalated into violent attacks between Uyghurs and Han Chinese later that day, in which many Uyghurs and Han Chinese needlessly lost their lives or were left injured as a result of the ensuing violence, notwithstanding the many buildings that were destroyed.
